This just in. Email from David Ensor, Director of VOA

Colleagues in the China Branch,

I want to take this opportunity to share information with you about the FY 2012 budget and its possible impact on the Mandarin and Cantonese Services. I have been working closely with other senior agency managers on developments relating to VOA China programs and can confirm for you today that the proposed reductions to the VOA Mandarin and Cantonese Services will not take place on October 1.
These reductions were not included in either the Senate Full Committee or House Subcommittee Draft Funding Bills and no FY 2012 funding bill has been acted on by Congress.
I can assure you that I will continue to be actively engaged in this process and will keep you apprised.

Regards,
David Ensor

For at least the decade leading up to 1992, it broadcast almost nothing but beeps; after that, it switched to buzzes, generally between 21 and 34 per minute, each lasting roughly a second—a nasally foghorn blaring through a crackly ether.....

"Back to Bible" programming on AIR FM Network

Credit: broadcastcircuit.com
The Good News Broadcasting Society, Secunderabad (Back to the Bible International's national partner in India) has a first-time offer by government-owned FM Radio Station to air gospel programming from Hyderabad, the capital city of Andhra Pradesh, India.
A new broadcast in English has been aired through FM Channel 101.9 MHz (A popular government-owned FM station in a city of nearly 7 million people). In the past, only special, stand alone programs had been allowed on local radio (e.g. on Christmas and Easter days). A 30-minutes Scripture-based program is now broadcasting once a week from Secunderabad on every Sunday at 5.30 P.M to 6.00 P.M.
For more than 35 years, BTTB broadcasts have been beamed into India from Sri Lanka Broadcasting Corporation (SLBC). Now, for the very first time, BTTB can reach millions of people with the Gospel from within India on local FM radio outlet.
BTTB program will feature the reading of passages from the Bible interspersed with Christian music. God's Word will now have extraordinary visibility to millions who have little or no alternative contact with the Bible.
According to GNBS/BTTB similar programming model will be used with good success in other major Indian cities-including the national capital Delhi. Presently Scripture passages (and ultimately the Gospel) via radio is broadcasted in three major cities of Andhra Pradesh viz, Hyderabad, Vishakhapatnam and Vijayawada, and BTTB is hopeful that it will open up local radio markets in other cities as well.

Tune into All India Radio's Rainbow Channel 101.9 MHz , Good News through All India Radio (F M Radio) every Sunday at 5.30 P.M to 6.00 P.M.

Nautel Announces DRM InsideTM for NX Series MW and LW Transmitters

Underlining Nautel’s commitment to digital radio, DRM Inside, the industry’s most integrated DRM Modulator/content server, will provide an easy to manage and integrated approach for Digital Radio Mondiale transmission

IBC, Amsterdam, Stand 8.C61 -- Nautel Limited has announced “DRM Inside”, a simplified approach to DRM broadcasting using an integrated DRM Modulator and content server for its NX Series. Integration results in a cost effective and simplified DRM deployment. Users can achieve local or remote configuration, operation and monitoring using just one user interface, Nautel’s award winning Advanced User Interface (AUI). The full function DRM solution will be supported in all NX Series MW and LW transmitters with available outputs of 25 kW to 2000 kW. Existing NX Series customers will have an option to upgrade to DRM Inside by way of an internal PCB card and an easy AUI software update.
“DRM Inside is one more demonstration of Nautel’s focus on ‘Making Digital Radio Work,’” said Peter Conlon, Nautel President and CEO. “Customers have been excited as our engineers place more intelligence and capability inside our transmitters such as Orban Inside for audio processing, IP Audio I/O, automation features or in this case DRM.”
Developed in conjunction with RFmondial and Fraunhofer IIS of Germany, Nautel’s DRM Inside consists of software enhancements to the Nautel AUI, a compact embedded modulator with integrated Fraunhofer DRM ContentServer™, as well as redundant MDI inputs from external DRM ContentServers. The Nautel Advanced User Interface provides presets, logging, diagnostics, and local/remote control of all transmitter functions. The AUI also incorporates an instrument-grade audio analyzer and modulation monitor with display screens that are easy to set up and read. “It is the integration with Nautel’s AUI that unleashes the full power of DRM Inside,” commented Hal Kneller, Nautel Sales Manager Europe. “DRM modes and settings will be controlled within the AUI and can take advantage of presets and the ability to monitor the DRM spectrum remotely.”
DRM Inside has projected availability of Q2 2012. Nautel will be hosting live demonstrations of a DRM Inside prototype and its NX Series transmitters at IBC stand 8.C61. DRM+ is also being demonstrated on Nautel’s award winning NV and VS Series FM transmitters with outputs of 300 W to 88 kW.

About Nautel
Nautel has emerged as one of the world’s largest manufacturers of AM and FM radio broadcast transmitters. With more than 10,000 transmitters deployed in over 177 countries since 1970, Nautel continues to lead the way in providing valuable new solutions for digital radio broadcasting and other applications.

European Broadcasters committed to digital radio

Calls for a single European market for digital radio

London, September 8th, 2011 Europe?s biggest consumer electronics trade fair, IFA, was all about digital radio this year. Held in Berlin, September 2 - 7, the show came just one month after Germany, Europe?s biggest radio market, launched its first national digital radio services. So, its no surprise that Europe?s broadcasters were out in force to support the growing move to digital radio that?s sweeping across the continent.
The main event was a "Digital Radio Day" on Monday 5th September hosted by WorldDMB and the German Digital Radio Project Office, the ARD and DRD. Broadcasters from the UK, France, Italy, Belgium, Norway, Sweden, Switzerland and, of course, Germany, called for a single, European market for digital radio and listened to speaker after speaker voice their country's commitment to rolling out the digital radio standard of choice.
The affirmative pan-European pro-digital radio message was clearly emphasised by Helmut Bauer of Digital Radio Deutschland who opened the event saying: "We did it ! Digital radio been on-air in Germany since August 1, 2011. It?s good to be part of the worldwide digital radio family!"
Thomas Saner of Switzerland?s SSR SRG told the conference "DAB+ in Switzerland is no longer the radio of the future but the radio of today," adding, "The launch of DAB+ in Germany is the trigger for a pan-European solution for digital radio. Let's support Germany !"
For the UK's BBC, Lindsey Mack highlighted the Corporation?s commitment to DAB as a broadcast platform and underlined the importance of collaboration with manufacturers and retailers across digital radio planning. This was followed by an update by Antoine Baudel of Radio FG on the positive developments in France where a demonstration in Lyon continues to impress broadcasters. He said: "Digital radio is for those broadcasters who are visionaries." And in Italy, where 65% of listening is in-car, the digital radio industry has prioritised working closely with the auto industry, said Rai Way's Giuseppe Braccini.
The final part of the session saw the Director Gerneral of RTBF Radio, Francis Goffin state that "Radio over IP is not a complete solution.switching to digital radio has many benefits for radio and society in general including reduced power consumption". He added that DAB+ roll out in French speaking Belgium will be based on close cooperation between public and private broadcasters, with the public authorities and the industry. This was followed by the Norwegian representative Ole Jørgen Torvmark of Digitalradio NORGE who highlighted news relating to the work being carried out in preparation for the FM switch off, with the keys to success so far having been "co-operation, long-term perspective and clarity". Meanwhile its neighbour Sweden is optimistic about its own digital radio future, confirmed by Swedish Radio's Mats Akerlund.
The digital radio theme continued elsewhere at IFA with press events, on-stand consumer promotions, retailer focused training, the latest digital devices from major manufacturers and examples of radio content currently broadcasting on Germany?s national multiplex.
The event showed that there is renewed confidence and optimism amongst Europe?s broadcasters that radio?s future is, and can only be digital. With so many voices present at the "Digital Radio Day? from the European market calling for unity, the WorldDMB President Jørn Jensen took the opportunity to urge broadcasters to unite to strongly recommend that their own national administrations draw up a digital radio roadmap which will enable Europe to bring radio into the digital age.

About WorldDMB
WorldDMB is an international, non-governmental organisation with a mandate to promote the awareness, adoption and implementation of Eureka 147 based technologies worldwide. Its members include public and commercial broadcasters, receiver manufacturers and other companies and bodies committed to the promotion of services and equipment based on the Eureka 147 family of standards.

The DAB family is the most successful set of digital radio standards in the world. Created for mobile and portable reception of audio. multimedia and video services. the family includes the compatible standards DAB, DAB+ and DMB digital radio and DMB mobile TV. Collectively these are the Eureka 147 Family of Standards, having originated as an EU funded Eureka project. The system is on-air in nearly 40 countries across Europe, Australia and the Far East. More than 500 million people are within range of DAB, DAB+ or DMB services, with over 1,000 services on-air. The world's first DMB mobile TV services launched in South Korea in 2005 and is now one of the most successful markets in the world. In 2008 the industry body responsible for the Eureka 147 family of standards, the WorldDMB Forum, created the 'Digital Radio Receiver Profiles' which specify a set of minimum requirements and features for different types of consumer digital radio receivers. The Receiver Profiles ensure interoperability of new receivers
and services between countries whose broadcasters may be using different combinations of DAB, DAB+ or DMB and creates a harmonised digital radio and multimedia market across the world.

BBC Persian TV now jammed on two satellites

The deliberate jamming of BBC Persian TV from within Iran has now moved to two different satellites for the first time. The Hotbird satellite has been targeted since July and now the Eutelsat W3A satellite is subject to interference.

Eutelsat, the satellite owner, has validated the geolocalisation of the source of the interference as being in Iran.

Both BBC and Eutelsat condemn this extensive and deliberate act that is contrary to international conventions for the use of satellites.

Peter Horrocks, Director BBC Global News, said: "We continue to work closely with Eutelsat and the international regulatory community to find means of countering this interference. It is well known that Iran are actively engaged in the International Telecommunications Union (ITU)'s Radio Regulations Board yet their fellow countrymen continue to flout the very conventions by which the industry operates.

"We call on those of influence to do all they can to impress upon Iran the illegal nature of the jamming and the need to cease this activity immediately."

Last year, the ITU Radio Regulations Board urged Iran to end interference hampering Eutelsat satellite operations.

BBC Persian TV continues to stream live online and on satellites T12 (15 degrees West) and EB2 (25.5 degrees East).

BBC Persian television launched in 2009 and has suffered similar deliberate attempts to interfere with its signal intermittently ever since.

Notes to Editors
BBC Persian is the BBC's integrated news and information service for Persian-speakers. It is available on air and on demand 24 hours a day, seven days a week. It is designed to reach audiences on radio, television, the internet – on bbcpersian.com – mobile phones and handheld computers in whatever way best suits the audience. BBC Persian is one of the oldest of the BBC's non-English language services. Launched on 28 December 1940, it has evolved into the Persian-speaking world's leading international broadcaster, covering the political, social and cultural issues that matter to its diverse audiences in Iran, Afghanistan, Tajikistan and across the world. With its TV presence, BBC Persian is bringing the world to Persian-speaking audiences – reporting the news wherever it leads.

AWR Wavescan 2011 Contest Winners

Contest Results: Our Big 2011 "Choose a Channel" DX Contest

And now, here is the information you have been waiting to hear. In our program today, we present the results of the recent 2011 Wavescan DX contest that was conducted back during the month of June. The DX contest this year was organized to commemorate the 40th anniversary of Adventist World Radio, and it featured the listening and reporting of all of the stations that can be heard on one particular shortwave frequency, under the title "Choose a Channel" DX Contest. The history of Adventist World Radio goes way back to October 1, 1971, when AWR made its first broadcast on shortwave in a service originating out of Portugal and beamed towards various countries in Europe.
The awards for this year's contest are similar to all previous contests. There will be a special award for the world winner, one of the Jerry Berg radio history books; and World Radio TV Handbook 2012 for each continental winner. In addition, there will be other special awards as well as AWR souvenirs and radio curios for many participants.
You can remember that all AWR reception reports will be verified with a specially endorsed AWR QSL card. Please remember that it will take a period of many months, well into the new year 2012, to process all of the contest entries and reception reports, but each will in due course be processed.
There were two surprising facts exhibited in the contest entries this year. One was the magnificent quality of many of the top entries; and the huge number of reception reports included in this year's entries. One entrant submitted 63 reception reports, and two entrants both submitted 45 reception reports each.
And here now is the list of winners for our big 2011 "Choose a Channel" DX Contest:-

DXers meet at Kolkata

Oh ! What a DX meet ! It was Babul Gupta's idea, triggered by Jyoti P Chakravarty's suggestion. It brought together 14 Kolkata DXers whose DX seniority ranged from first QSL received in 1967 (Babul Gupta) to first QSL received in 2006 (Soumya). We were meeting on a Sunday afternoon (4th September 2011) at our Jodhpur Park residence where my wife Paromita served us plenty of tea and snacks.

In this meet there were some former DX buddies who were meeting after thirty odd years! While looking at the digital DX gears of today one senior DXer ,who is now dormant, wondered aloud how different and difficult it was in the yesterdays. TRB brought along the wedding day photo of Dipankar Dutta which showed many a IDXCI member in 1979 when they were much younger. Surajit Kumar Dey who was the technical section editor of our former IDXCI and is a present ham, interfaced with the younger DXers on some of the technical issues.

As Babul Gupta was showing off his e QSLS ranging from TWR Benin on mw to Cross Radio in the tropical band, Pratap Shankar Mazumdar regretted that he had misplaced his Iceland qsl. It would have been such an interesting viewing today. For me it was a surprise to be reminded that I was in touch with Jyoti P Chakravarty way back in 1985. I had simply forgotten that he had picked up an old WRTH from my Medical College Hostel for Rs 125. But we had never met earlier and this afternoon we were meeting for the first time.

Those of us who had participated in the Chandipore DX peditions of 1984-85 had reasons to feel proud. In the meet were at least four young DXers who were introduced and motivated into DXing by the article on DXing published in the Bengali periodical " Anandamela". This article which was published later in a book form around 1995 had dramatically portrayed the Chandipore DXpeditions and captured the imagination of the youngsters.

As for the afternoon listening session, the attempt at DRM reception of AIR Vibidh Bharati 6100 kHz was a failure and so was New Zealand on 9655 kHz. However, Mongolia on 12085 at 1040 UTC with SIO 232 was the saving grace. Toying with various possible DX locations for the forthcoming DXpeditions also elicited excited response.

Sanjay Sutradhar narrated his visit to Radio Nepal .I repeated the story of my visit to Voice of Tamil Elam recording studio and Offices in Chennai in 1985. Swopan Chakrabarty was candid about his initial difficulty in getting into Radio Bangladesh Dhaka and how he finally managed it. However, Jyoti Charavarty's vivid description of his visit to Bhutan Broadcasting Service studio was the best. He found his way into the BBS studio and transmitter site during his honymoon trip to Thimpu in 1995 where he not only got a QSL card impromptu, but had an overwhelming reception by the engineering staff. Sudipto Ghose was mild about his visit to the erstwhile Radio NYAB in Thimpu in 1984.
With so many former IDXCI members around there was a clamor for a rerun of the bulletin. However, in view of the digital age which we are in, it was decided to plan for a different type of bulletin which will cover different issues. Debanjan who had been to the Talsari DXped was eager to join the next but was wary of the January timing because of his work schedule. Rajdeep who still has not put up an external antenna was strongly advised about a long wire with matching transformers home brewed. Babul Gupta praised the hombrew 9:1 transformers done by Partha Sarathi Goswami for him which has dramtically cut down the noise.
Babul Gupta deserves special thanks for reving up the old Kolkata DX group!

Special broadcast from DX Program "ANTENA DX" through shortwave & FM

During the month of August I was presenting the dx program called "Antena DX", which is originally produced by my collegue Víctor Gutierrez from studios of the Panamenian FM radio station "La Chispa Estereo 87.9 FM", in Tortí, and which is rebroadcast through Radio Thruth in Guatemala, as well as available on the web page "Programas DX" on www.programasdx.com Víctor asked me to produce it during the month of August and I wanted to do it. It has been a pleasure to me to produce a radio program for the first time. I have been shortwave listener since many years and I have contributed as DX correspondent for HCJB Equador and currently I produce a short-five-minutes radio program together with the International Dxers Friendship Club, CDXA Internacional. This short program is about history of radio.
I think everytime I listen radio or I produce something for radio I learn new things. Producing "Antena DX" has been a beautiful experience as well. And of course, it was a good desition I make to acept the invitation from Víctor to produce his radio program for this time. Thank you as well for the contributors of the program around the world and I also thank to the listeners.
Next Sunday the 04th will be my last appearence as presenter of the program. So, for this reason I want to send you a special QSL card as a souvenir because of the time I have been in front of the mic recording this.To receive this QSL card the rules are very simple: what you just have to do is tuning the program on La Chista Estereo 87.9 FM, if you live in Panama or through Radio Thruth on 4055 Khz. As you know or maybe you may not know, Radio Thruth broadcasts from the Central American Republic of Guatemala.
There will be two broadcasts from WRMI Radio Miami International on 9955 Khz. As you can see, there are many chances to tune the program and to receive this special QSL card as a souvenir to conmemorate the last Antena DX edtion from Venezuela.
It's very important you to know that there will be not e-QSL cards. Reports might correspond for shortwave or FM broadcasts only. Please don't send us reception reports through Internet. To send your reports, please endorse your envelopes by writing the postal address indicated below. If you want to send us International Repply Cupons, IRC, or any contribution into American dollars it will be very appreciate in the way to cover shipping costs. If you also want to send us cassette recordings or MP3 CD recordings about the reception of our broadcast in your local area we will be very happy to receive those.
To send your letters and reception reports you can write to the following postal address:

BBC World Service launches lifeline broadcasts for drought-affected in Horn of Africa

BBC World Service has launched special radio broadcasts to serve the Somali-speaking population affected by famine and drought in the Horn of Africa. The purpose of the daily 15-minute radio programmes by BBC Somali is to help people to make informed decisions that may help them survive the famine.
At 14.15 local time (11.15 GMT) every day, Gurmad (Rescue) on BBC Somali delivers special news bulletins, practical information and expert advice for refugees and internally displaced persons (IDPs). It will also reach those who have stayed in their home towns and villages.
Editor of BBC Somali, Yusuf Garaad Omar, comments: "We have been covering the humanitarian crisis in the Horn of Africa since it started to unfold, and our reporters were overwhelmed with questions and suggestions on relief aid – or lack of it. So we decided to devote a special programme to address these issues, and as a majority of those affected are Somali-speakers, it was also obvious that BBC Somali is the right channel to reach these people. We hope that timely, up-to-date information, provided by experts, about issues these people are facing every day, will help them survive this crisis. We will do our best to maintain the supply of such knowledge to all those who are in need of it."
Particularly aimed at the refugees in Kenya, Ethiopia, Djibouti and Yemen, as well as IDPs in Mogadishu and other locations in Somalia, the lifeline broadcasts bring a wealth of information on how to get access to food aid and health services, on safety on the roads, advice on legal matters, nutrition, water and sanitation.
News bulletins with the latest on the relief efforts and humanitarian situation are followed by interviews and reports by the BBC's correspondents across the region. Along with giving listeners a platform to share their experiences, a special slot in the programme channels their questions to aid workers, doctors and authorities.
Gurmad also informs the Somali diaspora, who are willing to contribute to the international relief effort, about the type of need required as well as on where and how the assistance is distributed.
Available on shortwave and BBC FM relays across the Horn of Africa, Gurmad is also rebroadcast by the BBC's partner radio stations: Kenya's Star FM, whose network covers Dadaab refugee camp and Mogadishu; Shabelle FM in Mogadishu, Somalia; and the private Somali network, SBC. Gurmad also features on a special index on bbcsomali.com, in text and audio.

Exciting news from Kununurra, Western Australia !

Technical project leader, HCJB Australia, Steve Sutherland, is confident that broadcasting from Kununurra site will start by November 2011. Three towers were erected this year; the long-awaited high tension power line was installed and connected in July. Next project? Antenna Curtain screens, assembled on the ground with the aid of work-gloves and lashings of sunscreen. By November, four of the planned seven antennas will be completed and at least one transmitter will shift to its new operational home. This means that hopefully all the completed antennas and transmitters can be connected and working this year!
Kununurra staff and volunteers pushed to get as much outdoor work as possible finished during the cool, dry winter months. Volunteers visiting at this time of year are invaluable, not only in the work they accomplish, but as surrogate grandparents for children on site. A third 100 KW transmitter undergoing refurbishment at the HCJB Technology Centre in Elkhart, Indiana, USA, is expected to be delivered in the first quarter of 2012 and will be capable of both analogue and digital shortwave broadcasting.

Fraunhofer launches multimedia player to deliver unprecedented digital radio offerings

Enabling more than just music, Fraunhofer Multimedia Player software uniquely delivers MPEG Surround and enhanced data services for digital radio. Fraunhofer IIS, the world's renowned source for audio and multimedia technologies, today announced the availability of the Fraunhofer MultimediaPlayer for digital radio standards Digital Radio Mondiale (DRM30/DRM+) and DAB (DAB Classic/DAB+). The software enables device manufacturers of PC-based receiver solutions and smartphones to seamlessly integrate playback of digital radio programs, as well as the variety of data services offered by digital radio.
The Fraunhofer MultimediaPlayer software is the first in the industry to include MPEG Surround, which enables an immersive, high-quality surround audio experience to consumers at stereo bit-rates. The software also incorporates data services such as the advanced text service for news, sports results, local weather forecasts, or background information on the current show. Program accompanying information adds song titles, station information and graphics, for example weather maps or cover art. In addition, radio stations can offer a simple multimedia download service. The software also makes Hybrid services a reality by linking the added-value offerings of the Digital Radio broadcast platform with individual communication media such as the Internet, telephony, or navigation, available at the listener's fingertips. All of these services are displayed in a clearly arranged user interface.
The NOXON DAB Stick by Terratec, released in August 2011, is one of the first commercially available receivers with MultimediaPlayer software to play back digital radio in 5.1 surround sound based on MPEG Surround. It is also the first DAB receiver solution worldwide that displays Journaline, the international advanced text information standard for highquality, up-to-date news over digital broadcast systems.
"With all of the entertainment options available in the industry, high-quality solutions that add true value to the listener experience are key to staying competitive," said Alexander Zink, digital radio expert and project manager at Fraunhofer IIS. "Fraunhofer's MultimediaPlayer software is a flexible and easy-to-integrate solution that provides manufacturers with the technology needed to enable the best possible audio experiences along with all of the features digital radio has to offer."
The Fraunhofer MultimediaPlayer software is currently available for a variety of platforms, including Windows, Mac, and Linux. There are also plans to support mobile platforms in the future. The user interface is based on HTML, CSS and JavaScript, and can therefore easily be adapted to the customer's platforms and existing product designs. The software is available as a desktop and a server version. While the desktop version is suitable for integration into devices, the server version supports remote access through a regular web browser to the full user interface including audio playback. Thus, it is ideally suited for professional monitoring and archival solutions, for example.
Fraunhofer will showcase the MultimediaPlayer at IFA Berlin Sept. 2–7 at the Fraunhofer booth in hall 11.1 and at IBC in Amsterdam Sept. 9 – 13, at the Fraunhofer booth in hall 8, B80.
