VOA's Hausa Service celebrated its 30th Anniversary

Washington, D.C., January 29, 2009 - Voice of America's (VOA) Hausa Service celebrated its 30th anniversary today at the agency's Washington, D.C., headquarters.Nigeria's Minister of State, Information and Communications, Alhaji Ikra Bilbis, participated in the festivities and represented Nigeria's First Lady Hajia Turai Yar'Adua. On behalf of the First Lady, Minister Bilbis said: "We recognize and appreciate the vital role the VOA's Hausa Service plays as a vehicle of mobilization and development....We are also particularly thankful for the tremendous attention that the VOA Hausa Service gives to issues affecting women and children." Several other Nigerian dignitaries traveled to Washington for the event, joining diplomats from the embassies of Nigeria, the Niger Republic and Zambia. "Since the Hausa Service first went on the air in January of 1979," VOA Director Danforth Austin said, "it has been one of the most popular
international broadcasters in Africa-providing relevant news and information about Nigeria, the United States and the world." The day's activities included a presentation on The Role of International Radio in Promoting Democracy by Howard University's Dr. Bolaji Aluko, followed by a panel discussion. The celebration also featured a special performance by a local Nigerian cultural dance group. The VOA Hausa Service reaches over 20 million people on shortwave, medium wave and affiliate stations in Nigeria, Niger, Cameroon and Ghana. Sri Lanka bans LTTE's FM radio

After cornering the LTTE to the thick jungles of Sri Lanka's north-east, the Government has banned the official radio of the rebels' -- Voice of Tigers -- two weeks after it proscribed the militant organisation. The Government on Monday banned the Voice of Tigers (VoT), the mouthpiece of LTTE, Director General of the Media Center for the National Security Lakshman Hulugalle said.

More VOA broadcasting to Pakistan's north west frontier province

Washington, D.C., January 26, 2009 - Starting today, people in Pakistan's Northwest Frontier Province, as well as the rest of the country, can listen to a six-hour radio program of news and information in Pashto, Urdu and English on FM, AM, shortwave and the Internet. The trilingual program will feature news packages, talk shows and in-depth analysis of events in the United States and Pakistan. It will be broadcast across Pakistan, with a focus on the Pakistan-Afghanistan border, from 12 a.m. until 6 a.m. The format replaces an existing program that was exclusively on music. "This new program will give all Pakistanis, particularly those living in the remote region along the Afghan border, more opportunity to hear VOA's objective news coverage of what's happening in the world and in South Asia," said VOA Director Danforth Austin. VOA currently broadcasts six hours of radio news and information in Urdu daily to Pakistan, from 7 p.m.-12 a.m. and from 6 a.m.-7 a.m. VOA also broadcasts from 6 p.m.-12 p.m. to Pakistan in Pashto. In addition, VOA's Urdu Service produces a daily television show, Beyond the Headlines. Urdu and English are the official languages of Pakistan, a country with about 172 million people. But an estimated 40 million people in Pakistan speak Pashto, primarily those living near the Afghanistan border. Tune in to rural radio

Bhubaneswar, Jan. 18: Community radio stations, believed to be an important tool for social empowerment of marginalised people, are finally making inroads into rural Orissa.Bringing useful communication and radio programmes relevant to the community it serves, Koraput is ready with the first community radio station in the state. With a capacity to cover 15km radius on air, the station is being set up with the joint partnership of Unicef and Sova, a leading NGO in Orissa. The station at Chappar village, about 6km from the Koraput district headquarters, will be fully managed by the community and will cover about 51 villages, including Koraput town. The programmes will be designed by the community themselves and will be accessible to a population of about 1.5 lakh, said Sanjit Pattnaik, the secretary of Sova. At least 12 village youths, including five girls, have been trained as reporters, while one station manager has been appointed for it. "Their role will involve collection of news to be broadcast. Besides, we will also play programmes highlighting the culture and tradition of the area," said Pattnaik. "As of now, we will initially run recorded shows for trial base till we get final clearance from the government," he said, adding that the district collector was a part of the advisory committee. Programmes relating to development, government schemes, including NREGA, besides a host of
awareness and advocacy programmes will be its major contents.

Deputy Director (News), BB Sharma informed through a press release that this is the first of its kind among the All India Radio Stations in the North Eastern Region. The Chief Minister will also open three FM news headlines at 12 noon, 2 pm and 4 pm at the same function. Information Minister TN Haokip, Director General (News), All India Radio, Dr PK Bandyopadhyay, Deputy Director General (NER-II), AIR, C Lalrosanga will grace the launching ceremony as guests of honour. BB Sharma further informed that a five minute mid-day Manipuri bulletin has been a long standing demand of the people of Manipur during the last twenty years. It was mainly due to the timely initiative of the Chief Minister, Okram Ibobi that the outstanding demand of the people of Manipur would be fulfilled on the 37th Statehood Day. He further informed that an hour long launching ceremony of the mid-day bulletin from the AIR Imphal premises from 11 am to 12 noon will be broadcast live on the primary channel of the AIR Imphal.

TUMKUR: A Tumkur-based private educational institute, Shri Siddhartha Centre for Media Studies, has launched a community FM radio station on Friday. The trial run of the station will help radio journalism students to acquire skills as well as entertain locals. The station will cover 40 km and the frequency is 90.8 MHz. It will broadcast for a month, two hours daily from 6 pm to 8 pm.

TWR Announces New International Director of Africa

CARY, NC, January 16, 2008–International Christian broadcaster Trans World Radio (TWR) officially announced today the selection of Dr. Emmanuel D. Mbennah as its new International Director for Africa. Hailing from Tanzania, Dr. Mbennah succeeds the Rev. Stephen Boakye-Yiadom, who passed away in June 2007. Mbennah will begin his new role on April 1. "Dr. Mbennah is eminently qualified to lead the ministry of TWR Africa, and we're excited to have him on board" says TWR President/CEO Lauren Libby. Prior to accepting his new position, Mbennah served as a Country Director for Compassion International in Tanzania. Mbennah's extensive academic resume includes a postgraduate degree in Biblical Studies. Dr. Mbennah holds a Ph.D. in Communications from Potchefstroom University in South Africa. He also earned a Master's in Communications from Wheaton College in Wheaton, Ill., as well as a B.A. in Communication Arts from Messiah College in Grantham, Penn. With more than 10 years of experience teaching and conducting research at a university level, Mbennah has published numerous articles for various scholarly publications. He currently serves as a member of the board of directors for Dodoma Christian Medical Center and Action for Children. Mbennah accepted the Lord Jesus Christ as his Savior on June 15, 1975, when he was 16 years old. He and his wife, Ruth, have four children.

NEW YORK (Reuters) - Somewhere on a lonely mountaintop on a starry night, or maybe in an apartment on a bustling city block, someone is channeling the whole world onto a mobile device. It's not a phone; it's a shortwave radio. A staple form of broadcasting in many parts of the world since the 1920s and 1930s -- shortwave in North America has been mostly a hobby for decades. Now that the Internet is a fixture in many homes in the United States and Canada, there are few practical reasons to buy a shortwave radio. Thousands of stations that once were available only on the shortwave band are online.

14 January, 2009 - What was used five years ago for information is in use today for entertainment. This was one of the most significant changes in media trends, according to the draft media impact study (MIS) 2008, conducted by the centre for media and democracy. The most visible influences of media are in the language, dress, behaviour, thinking and culture. The study found that Bhutan Broadcasting Service (BBS) radio had the widest influence (33.8 percent), followed by BBS TV (29.5 percent) and Indian TV (22.3 percent). The study had 1191 respondents. Though most felt that media promoted Dzongkha after the election debates, the study also states that, "a significant development is the emergence of Dzonglish (a mixture of English and Dzongkha), particularly among the youth." The visual media's influence on dress, appearance, concept of beauty and behaviour (imitation of TV actors) are other impacts of the media. "The concept of beauty, with traditional notion of beauty being related to health and strength, is being replaced by the hour glass figure," says the study. Newspapers influenced decision makers, while Bhutanese broadcast media had the greatest influence on mass thinking. In terms of culture, Hindi music was replaced by rigsar and youth are taken in by the fast talking radio jockeys. One significant social change was that, today, Bhutanese have adjusted their lives around TV viewing for, in 2003, 64.5 percent said that TV viewing affected the time they have for work, while today it's only 16.3 percent. While media now are critical players in the political process of an emerging democracy, overall, it found that there is a lack of content for children. In terms of news preference, BBS radio tops as the main source for news. 49.4 percent respondents choose BBS radio, followed by BBS TV (37.6 percent) and Kuensel with 27.5 percent. Kuzoo FM is the main source of entertainment for 35.8 percent, followed by international TV, 21.7 percent and BBS TV 7.7 percent. Among other findings, the study states that, with foreign radio jockey (RJ) culture, the private radio's popularity has grown among youth and the rate of international radio listeners has dropped from 33.7 percent in 2003 to nine percent in 2008. After the launch of satellite TV in 2006, BBS overtook international channels, with its viewership increasing from 30 percent to 54 percent. The past five years also saw a drastic increase in the use of mobile phones, with more than 250,000 users, compared to 28,000 fixed line users. Yet, while the digital media became more popular, with eight percent of the respondents having access to Internet, 41.2 percent going to cinema, 44.8 percent watching TV for entertainment and 45.8 percent for news, the study found that newspapers were the least popular. Among the respondents, 34.6 percent read Kuensel, 21.7 percent Bhutan Times and 20.9 percent Bhutan Observer. Though Dzongkha was the most popular language for TV and radio, for newspapers, it was English. In terms of news coverage on developmental topics, good governance and culture were seen to be better covered than socio-economic and environmental issues. On content, however, people generally thought that youth were portrayed negatively, along with gender stereotypes, and the media was becoming more tabloidish, political and the nation's critic. They also saw a need to balance rural-urban stories and wanted more coverage on laws (marriage, citizenship, policies, NOC). BBS TV and radio enjoy more credibility than private radios and international TV. 29.5 percent believed in BBS TV as compared to 7.5 percent in international TV. In case of press, Bhutanese newspapers were more believable than the international papers.
14.1 percent said Kuensel was a more credible source of news, while 6.5 percent said Bhutan Observer and 6.2 percent said Bhutan Times. But the competition in the media has made people question accuracy, thus affecting the media's credibility, says the study. "Many note new sensationalism and degradation in content." Five districts representing the east (Trashigang), west (Thimphu), south (Sarpang, Chukha) and central (Bumthang) regions were covered during the survey. The survey sample includes 600 rural and 600 urban households.

DRM meeting in London

The DRM Consortium will hold its upcoming DRM Steering Board meeting in Bush House (BBC World Services) London on January, 30th. The DRM Steering Board chaired by the DRM Consortium Chair, Mrs. Ruxandra Obreja, has a maximum of 18 DRM members representating the main stakeholders' groups in the consortium. The major role of the DRM Steering Board is to define the overall policy direction of the DRM activities. On the agenda of the January 30th meeting an important point will be to discuss the organisation of the General Assembly in March (Germany) as well as the latest technical and receiver developments of the last few months.

RADIO has once again proved itself to be the most resilient of the traditional media in tough economic times, recording steady advertising revenue in 2008, new figures show. This is despite a 7 per cent fall in ad revenue in radio's key market, Sydney. According to figures released by the industry body, Commercial Radio Australia (CRA), metropolitan commercial radio ad revenue fell by only 0.1 per cent in 2008, compared to 2007.

Zimbabwe call-in show launched by VOA

Washington, D.C., January 9, 2009 – The Voice of America's (VOA) Studio 7 today launched LiveTalk, a 30-minute weekly call-in radio show for Zimbabwe, offering people a forum to discuss the political, economic and social challenges facing the nation. "With LiveTalk, Zimbabweans have a chance to say what is on their mind and express themselves openly and freely," said Gwen Dillard, director of VOA's Africa Division. Brenda Moyo and Blessing Zulu, co-hosts, discussed the stalled power-sharing process between President Robert Mugabe and opposition leader Morgan Tsvangirai, Zimbabwe's economic collapse, food shortages, the on-going cholera epidemic and other issues during the inaugural show. Among the callers were Vijana from South Africa, who said, "People are disappointed with the current leadership, including the regional leadership." Callers to LiveTalk, which airs Friday at 8:00 p.m. Zimbabwe time, are able to speak English, Shona or Ndebele, the three languages in which Studio 7 broadcasts. In the run-up to the US Presidential Inauguration, BBC World Service and Washington DC's WAMU 88.5 have joined forces for a global debate about the challenges the next US administration will face. Obama's Washington And The World will be broadcast live at 13.00 EST (18.00 GMT) on Saturday 10 January 2009 from the American University's Washington College of Law. The programme will be broadcast to the BBC's audiences across the world. Urdu university educational programmes on AIR

The Maulana Azad National Urdu University (MANUU) will now offer distance education programmes for its students over state owned All India Radio (AIR). The directorate of distance education of the university Tuesday entered into a Memorandum of Understanding (MoU) with AIR in this regard. To start with, a half-an-hour long programme will be broadcast every Sunday at 5 p.m. by 31 AIR stations in seven states - Andhra Pradesh, Bihar, Jammu and Kashmir, Karnataka , Madhya Pradesh, Uttar Pradesh and Maharashtra. "The programme will go on air Jan 9, which is the foundation day of MANUU," university vice-chancellor A.M. Pathan told a news conference after signing the MoU with P.S. Gopalakrishna, station director, AIR, Hyderabad. The vice-chancellor said the duration of the programme would be increased depending on the response from the students. Last year, the university had launched its educational programmes on Doordarshan Urdu channel. "We started with the telecast of one programme a week but the number of programmes per week has gone up to four following the tremendous response it received from students," he said.

The 2009 version of the CD introduces an additional chapter with NDB data sorted per bearing and direction. The Google Earth compatible NDB waypoint file has been updated with the latest NDB coordinates so that you can "visit" NDB locations around the globe. The multimedia contents of the CD version have been expanded to a total of more than 160 NDB pictures and more than 190 NDB sound clips from around the world. International Radio Forum 2009, Iran, 18-20 May 2009

In its inaugural year, the International Radio Forum brought together leading radio media practitioners, media specialists, policy makers and academics from across the Middle East and other parts of the world. Eminent speakers from all radio broadcasting industry shared their experiences and their vision for the future of this medium. Most of them underscored the need for radio to reinvent itself and reposition itself in the evolving multimedia environment. The theme selected for the International Radio Forum 2009 responds exactly to this requirement. The era of diverse multimedia platforms being available for delivery of content is already with us. Several of these new platforms cab gainfully be used for delivery of radio programming. While this multimedia environment creates new competition for radio broadcasters, more importantly, it provides them with exciting possibilities for creating new genres of content and delivering their programming in many new ways. As a medium of communication, radio has immediate access to mass audiences. Being a cost efficient mass medium, it lends itself best to low cost at the production end as well as at the receiving end. Together with the ease with which radio services can be received, it is not surprising that radio has found itself deeply involved in dissemination of developmental communication. Considering that in many developing countries radio may still be the only affordable medium of mass communication with access to target population, the role of radio broadcasting is to provide a powerful tool for flow of modern ideas. Developmental communication is about human development and the quality of human life. Developmental communication is a means of binding individuals into a society by the use of shared language and aspirations, common interests and objectives. Coupled with economic growth, social dimensions like education, health and ecological considerations are important factors for development. In particular, developmental communication focuses on the disadvantaged and deprived groups. Radio is a medium that is aptly used to encourage positive individual attitude to development and constructive social change. Radio can, in a more effective manner, carry interesting, entertaining and valuable information into the homes and lives of millions of listeners, through imaginatively conceived lessons, music, dramas and documentaries that engage listeners' emotions and thought-process towards life improvement. Creation of content (programming) for developmental communication is a major challenge for radio programmers. An innovative approach rooted in the cultural ethos of the target audience and making use of modern metaphor and content creation tools is the key to developmental communication programming. Devising appropriate formats for developmental communication is
of vital importance. What is also important is that these formats and content need to be location specific, language specific, borrowing heavily on local mannerisms, nuances and traditions. Delivering developmental communication to audiences is one of the important roles that radio has been playing over the last one century. Across the region, many families continue to be at disadvantage on social, economic and developmental opportunities. The such medium of radio has been, and continues to be utilised to impart gainful information to such audiences designed to enable them to work towards their empowerment through awareness-generation, confidence-building, employment, economic independence, education, training, health, nutrition, welfare services and legal safeguards. Radio will have to continue to play this role in the society effectively. And for this purpose, the new delivery opportunities can be harnessed.

Public Service Broadcasters continue to play a pivotal role in broadcasting. While the PSBs may not always produce the most popular content, they do try to reach a wide and broad segment of the population. Demands to stay competitive, relevant and current mean that PSBs have to find unique new ways to attract and retain listeners. With technology playing an increasingly important role in reaching audiences, PSBs have embraced technology and used it to advantage. This second edition of the International Radio Forum is an effort to focus on all the aspects of radio in the traditional and emerging markets in West Asia and North Africa. Given the mix of public service and commercial radio broadcasters operating in this region, the conference takes up issues which concern both the public values and the commercial world. DX Report From GK

Here is some latest radio monitoring observations ...............

R.Japan NHK World in Bengali,Hindi & Urdu:::
After several days rather weeks of poor to barely audible signal , on saturday i.e. January ,2009, I heard loud & clear signal of Radio Japan's Bengali,Hindi & Urdu Transmission on 15215kHz from 1322UTC onwards (my monitoring starting time).But on sunday i.e.January 4th, there was very poor signal signal on 15215kHz from 1300UTC onwards. I checked around 1421UTC during the time of Hindi Transmission, the signal was poor with slight noise.

VO Turkey English on 11735kHz from 1330UTC onwards:
There has been poor spell of reception with poor to barely audible signal for past several days rather weeks. On saturday i.e. Janaury 3rd, there was loud & clear signal during almost entire transmission period. I recorded a moments of audio of that transmission also.But on on sunday i.e.January 4th, there was poor signal again.

SARL's DX Programme for HAM Operators etc on 17860kHz on Janaury 4th:
Now-a-days, on every sunday, I'm getting good signal of this transmission via Sentech Relay from South Africa on 17860kHz during 0800-0900UTC. I recorded a few moments of audio of this programme on January 4th.

Voice of Mongolia English on 12085kHz during 1030-1056UTC:
The reception of this transmission is also improving day by day after a long spell of poor reception here due to very weak signal etc. On January 4th, sunday, I heard initial a few minutes of its transmission with fair signal.

AWR Transmission.....
The spell of poor reception of AWR transmission is still going on here in my place.Nothing to add further as I mentioned you in detail in my earlier e-mail.

KBS World English:::
I heard KBS World English a few days back on 7275kHz during 1800-1900UTC with slight QRM from nearby stations plus with fair to poor signal.I think best option will be to listen to 2200-2230UTC trax on 3955kHz via UK Relay for QSLings etc.This transmission is reliable.

Radio Taiwan International -English:
RTI-English is still not audible properly (poor signal often & sometime initial fair signal fades away later ,also noise is there) on 9785kHz (via France Relay) & not audible at all on 11550kHz now-a-days during 1600-1700UTC.

AIR frozen in time warp

EVEN THOUGH it has about two months passed for Deepawali festival, it seems that All India Radio (AIR) still has not come out of from the mood of festive season. When new celebrations were going on, AIR relayed a program telling importance of Deepawali and pollution control measures on first day of 2009 across the state. However, after this incident AIR is also shocked and said that they will look into the matter.

VOA Urdu service dropped SW frequencies

Effective 31st December 2008 VOA Urdu service has dropped all SW services to South Asia at 0100-0200 (9520 9820 kHz) and 1400-1500 (7440 9390 kHz) hrs. Only MW 972 and 1539 kHz are available at 1400-0200 hrs. There are many listeners in India and Bangladesh who are listening to this Urdu service on SW and many more especially after the closure of VOA Hindi service.
